The Governing Council, established by the University of Toronto Act, 1971, oversees the academic, business and student affairs of the University.

The Office of Appeals, Discipline and Faculty Grievances (ADFG) is neutral, and is responsible for the management of the administration of the Governing Council’s quasi-judicial processes and functions.

The Office of Convocation is responsible for the logistical details of the student and guest related elements of convocation for all university campuses and federated colleges. The Office is also responsible for the reissue of degrees and diplomas; supports the University degree verification service; and certification of degree letters.

The Freedom of Information and Protection of Privacy (FIPP) Office oversees implementation and administration of access to information and protection of privacy at the University. This includes processing of access requests, handling of personal information, personal privacy, training, and support of University compliance with access and privacy legislation, policy, and practice.
Internal Audit
The Internal Audit Department is committed to promoting efficient and effective administration in support of the academic mission of the University through the provision of assurance services, investigative services and consulting services.

The Office of the Ombuds provides confidential and impartial advice, coaching, and referrals to members of the University community about University-related concerns or issues. If all else fails, we can intervene with your consent.

The Report of the Task Force on Governance, approved by the Governing Council on October 28, 2010, included three fundamental recommendations that form the basis for the Governing Council’s governance practices and for examining how continuous improvements can be made.
They are the Principles of Good Governance, the Mandate of Governance and Expectations and Attributes of Governors and Key Principles of Ethical Conduct.
